Angel Bites Snake Bites

policy: a modest proposal

In these times you feel good distance between voters and elected representatives, between people and politicians, including the great mass of workers, temporary workers, VAT, and the privileged few who sit in the benches of Parliament. At the same time, however, is clear (at least on the network) a new participation the desire to be there and take part in public affairs, perhaps the last attempt to save the situation and avoid a drift in this country a moral and cultural catastrophe and unprecedented political.

I think that by now the technological capabilities allow us a considerable leap in quality in this sense, and I would like to make a modest proposal, a simple idea to get back on top, something that perhaps will make you smile for its ingenuity, but as a key might be a little interesting for the future. I propose that the establishment of a true 'Virtual Room', a networking site where you can again discuss politics, economy, security, energy, or all those issues that affect us all, the community, the country system.

(I state now that there is no will to subversion, or contempt for the institutions, much less power. If anything, the idea is to discuss, support, improve the democratic process.)

The Virtual Room should be open to all Italian citizens of age who participate on a voluntary basis (ie without being paid) and its work should follow in exactly those of the Chamber of Deputies real, with some differences. First, members of the virtual camera may be in theory, all the adults in Italy. Hundreds of thousands of people, perhaps millions. They can sit in any of the wing (left-right) according to their personal feeling, without the requirement necessary to belong to any party.

(It may be possible at a later time set up group memberships, associations or parties, on this I expect suggestions)

The composition of the virtual camera could, for example, the percentages of population of each region, so as not to have ( for example) 12 000 150 Friuli and Sicily.

What should the virtual camera? It should have a simple consultative role: in no way can it be legislative, executive or judicial (of course, but better specify well). It 's a place where you discuss and put to the vote the same proposals or draft legislation being discussed in Parliament, but with a subtle and important difference: You can use the instrument of trust. And that should be discussed even those measures on which the Parliament is seen ousted from their core tasks.

Any decision should be left to the conscience of the individual, and consequently each vote would be obvious. Of course, the operation management, the regulations may be voted by a majority of all members.

could be added to the virtual camera in a series of ancillary pages, such as discussion forums, where we discuss the laws, there are explanations of vote or propose amendments to self, which in turn can be voted. This returns to the community that prerogative which now seems to have been radically removed from Parliament, the ability to discuss - and improve - the individual proposals that are submitted. Also increase exponentially the responsibility of the individual, their understanding of the problems, and also drastically reduce the critical 'across the board', the shoot zero on 'political' in its entirety, the risers against everything and everyone. The concept should be 'if you believe that all politicians are idiots, then let us see what you can do'.

For example, if an amendment to the virtual camera, by a large majority, should not be present in the Royal House, can probably be taken into account by politicians, and tabled in Parliament (which has not always been given the trust).

Members of the virtual camera should be real people, or provide real data through a secure protocol (https to understand). The problem with ID is essential to prevent the haemorrhaging of votes, patronage and so on. In this sense it is clear that the virtual camera should be a public institution, controlled by the Ministry of the Interior (or that of the reform). In fact, no individual may be permitted to process sensitive to real data of this magnitude.

But a database of this size would instantly obsolete several procedures that have so far been carried out yet with the old methods. I refer to the collection of signatures for the referendum. With a bowl so big, maybe at full speed with a few million people (Facebook in Italy has a population of 10.8 million - since checkfacebook.com) any law of popular initiative, collecting signatures for each referendum could follow a very quickly and reliably, saving huge money for the community.

Likewise, you could later use the virtual camera for many other tasks, the composition of juries Popular polls to build serious (would be a huge sample, much larger than those used by today's pollsters) and the affiliation to this or that cause, to the complete disposal and replacement of the ancient (and notoriously busted) detection system 'Auditel.

In two words, the virtual camera is merely the first step towards a true democracy, with wide participation, an experiment in constitutional engineering and social institutions and a way to approximate the real country. Everything is to expand, refine, and share the proposal, necessarily here in embryo, and that is why I would urge everyone to discuss it and make it their own, for the general welfare.
